Condition:
Uneven surface? --> Tripping hazard (safety issue) --> Resurfacing needed.
-- Drainage is fine, water flows away from property -- Drainage problem.
Any patches on sidewalk? -- No -- Yes --> Patched concrete sidewalks do not last long.
